The Senate convened Tuesday morning as the government shutdown neared the record for longest in U.S. history.

The president suggested he would withhold food stamp payments a day after the administration said it would pay only partial benefits this month.

The president threatened on social media to deny food subsidy payments for 42 million Americans until the end of the government shutdown, in apparent defiance of a court order.
